Water is made up of two hydrogen atoms both bonded to an oxygen atom. For a bond to be polar two atoms would not equally share a pair of electrons. The reason a water molecule is polar is due to its electron structure. In summary polarity of individual bonds do not relate to the polarity.
Water is a polar molecule due to the unequal sharing of electrons. Water is a polar molecule because of their bonding structure. This is a result of the special way that the atoms of a water molecule are grouped. This unequal sharing is due to oxygen being larger and getting the electron more than hydrogen.
That extra set of electrons are also looking for a perfect octet and creating dipoles in what would other wise be a non polar symmetric molecule with out them like carbon dioxide. Water is a polar molecular because of the nature of the atoms in its formula. A molecule of water consists of two hydrogen atoms bonded to a single atom of oxygen. Water h 2 o is polar because of the bent shape of the molecule.

The shape means most of the negative charge from the oxygen on side of the molecule and the positive charge of the hydrogen atoms is on the other side of the molecule. The formula for water is h20. In a molecular drawing an oxygen atom in the center is covalently bonded to a hydrogen. Imagine two toddlers playing with a toy with one of the children acting like a bully and playing with the toy more.
The same cannot be said with the bent molecule of water.
