The answer is that you are hearing the local noises already around you but altered by the shell thanks to some clever physics. Shells then happen to be incredible amplifiers on that noise.

The sound is heard because ocean movements are similar to airflow. The resonance is made possible by the shell s hard inner walls which are curved on which the noise bounces off. But when you put a shell or any other resonating chamber over your ear some frequencies get amplified and others get suppressed.

A small seashell might produce a higher pitched more ocean like. So what are you actually hearing in the shell. Because it is ubiquitous our brains filter it out and we don t normally hear it. The resonance in turn produces the ocean sound.
