When the epidermis of hands and feet is saturated with water it becomes swollen.
Most people think that by submerging your hands in water the fingertips draw water into the skin in a process known as osmosis causing the skin to wrinkle. However the deeper layer is firmly attached to the skin fibers. The skin on the fingers can become wrinkly or pruney when soaked in water. Hence this pulling and resistance from the deeper layer causes presence of wrinkles when you spend lot of time in water.
