This raises the question why does everyone say to boil cold water instead of hot if hot water takes less time.
However once cold water reaches the temperature of hot water its heating rate slows down and it takes just as long to boil. Namely that cold water boils faster than hot water. Hot water can freeze faster than cold. Or perhaps from this odd but true fact touted by aristotle.
There may be some psychological effect at play. That the opposite is also true. Despite a long standing myth to the contrary cold water does not boil faster than hot. This has led to a popular kitchen myth.
According to the university of california s department of physics hot water can sometimes freeze faster than cold water which is called the mpemba effect and can occur because of increased evaporation in hot water a difference in dissolved gasses in hot water vs. It is a myth that cold water boils faster. But the cooler water will always take longer to boil. Based on this hot water boils much quicker because the temperature of the water is so much closer to the boiling point which is 212 degrees fahrenheit or 100 degrees celsius.

Common sense would yield that the hotter the water the quicker it should boil because it is already closer to the boiling point but the hypothesis of this experiment will stray away from such nonsense and contend that the colder water will boil before the hot water because the cold water will increase at a faster rate than the hot water ultimately passing it up.
