It will take about 3 tablespoons of flour to replace 1 tablespoon of cornstarch and you will need to cook the sauce for much longer to get rid of the raw flavor of the flour. So if you need 1 tablespoon of cornstarch use 2 tablespoons of white flour.

The two are in no way similar and cannot be substituted one for the other. In general it s recommended that you use twice as much white flour as cornstarch for thickening purposes. While flour works best when mixed with a fat cornstarch thickens right away with little heat and twice the thickening power.
