This has been observed in their bigger cousins like leopards panthers and bobcats who do this primarily to store their food for future use.
Even though there is no soil to scratch or move around this behavior remains present in cats because it is related to an instinct. By going through the motions of covering his food your cat might just be acting out prudent predator behavior. It also is an attempt to not alert any other potential prey that a feline hunter is in the vicinity. Many cats will paw near their dish and try to bury their food when they have had enough.
It s also believed to be a way for them to avoid being tracked by their predators in the wild. But there is another reason for trying to cover the food bowl. It is not uncommon for cats to be observed burying their food with the newspaper carpet or floor that is underneath their bowl. Covering the food also prevents potential prey from being tipped off that there are predators around who might be after them next.
Cats will also scratch around a food bowl because that mess is gross and your cat is trying to cover the stench. In spite of the fact that they hunt and eat in packs there is always leftover food after they are done with their meal. There are different theories and i ve never heard any of them as the definitive answer. I m not sure if they do it for the same reason as dogs that is bury their food to hide it and have something to go back to later or some other reason.

In the wild felines must hunt to eat. In the wild a cat may attempt to bury or cover any uneaten food in order to avoid attracting any predators to the area.
